Assistant Chief Karl Niblick commands the Chief's Complex.
The complex consists of both civilian and sworn personnel who report directly to the Chief of Police and to the Assistant Chief. Many of these position include administrative and technical support.
Office of Professional Standards - Internal Affairs
The Office of Professional Standards (Internal Affairs) is commanded by Captain Kurtis Letz.
It is the mission of this office to assist the Chief of Police in preserving the integrity of the Fort Wayne Police Department by facilitating the highest level of organizational performance and service to the community. The Internal Affairs Unit is responsible for coordinating and exercising supervision over investigations of complaints of allegations of misconduct against members of the Fort Wayne Police Department.

Administrative Assistant- Payroll
Bi-weekly payroll for the entire department is overseen and coordinated by the Administrative Assistant. The mission is to ensure that all payroll records in the Police Department are completed accurately and processed in a timely manner. Responsibilities includes the entry of regular time, overtime, generating time balances, and specialty team bonuses. Payroll works alongside the Director of Finance and Facilities regarding compensation of overtime for special events and grants awarded to the department. Payroll is also responsible for keeping abreast with modifications in Collective Bargaining contracts and administrative policies that are pertinent to payroll.
Legal, Research, Planning and Administrative Services
The Planning and Research Section is commanded by Captain Kevin Hunter.
The Planning and Research Section is a component of the Chief’s Support Staff of the Fort Wayne Police Department with responsibility for research, planning, grant assistance/writing and management. Captain Hunter also oversees the Hope and Recovery Team.
Information Systems & Technology Unit (ISTU)
ISTU works in association with various support organizations and service providers to maintain the integrity, functionality, and operability of the Department’s information systems and information technologies. The ISTU personnel efficiently and accurately document, store and retrieve information by providing local, state, and national sources of information crucial to the carrying out of the Department’s mission. Personnel also train new employees (sworn and civilian) pertinent to the Department’s information system and conduct in-service training deemed necessary by Police Command.
Police Training Center
The Police Training Center is commanded by Captain Juan Barrientes.
The Fort Wayne Police Training Center is certified as a Regional Indiana Law Enforcement Training Academy. Graduates of the Training Center are certified as Police Officers by the Indiana Law Enforcement Training Board. The Training Center is responsible for:

Planning and developing training programs;

Administering the Training Center;

Notifying personnel of required training, and training that is available to agency personnel;

Maintaining training records of both the department and individual officers;

Ensuring the attendance at required training functions;

Implementing training programs;

Selecting and scheduling qualified instructors;

Evaluating training programs through the use of course evaluation critiques, oral and other written feedback, and;

Coordination of all training programs, whether held at the Training Center or outside the Training Center.

Community Relations
Captain Mitchell McKinney commands the Community Relations Division.
Captain Mitchell McKinney commands the Community Relations Division and has been with the Department since 1999. The mission of the Community Relations Division is to bring the police department and the community together to facilitate a better understanding of what the department does through the organizing of events in collaboration with other specialty teams and their equipment.The FWPD supports community-oriented policing strategies . The main idea behind this strategy is to allow police to feel like the public can trust them.The Community Relations Division is comprised of (11) officers to include the division commander and (2) sergeants plus (6) SROs, a safety village officer, crime prevention officer, and the multicultural liaison officer. All of the personnel are important in relating a positive message to the community in areas of enforcement, safety and community involvement.
