Is the city Noise Ordinance in one of those classifications that require citizen complaint in order to enforce? It seems to be so, since people drive around VIOLATING it with impunity, even to the point of idling their autos in their driveways and blasting ears for blocks around.

Honestly, I think hearing these cars 2+ blocks away or more, from INSIDE my house when I have my TV on is a bit much. (I have family members who are skittish of my calling these incidents in, believing we will be targeted for 'midnight retribution'.)
