I can smell marijuana not only being smoked in another apartment in my complex but also the other day I saw marijuana plants which were moved from the apartment to the back of a truck to take who knows where. Am I under a legal obligation to report the address and what I smelled/witnessed? I should mention it has been smoked more than once over a course of quite a while.

You can report this in one of two ways if you choose. You can call 427-1222 and report immediate acts and you could call 427-1203 and report it to the narcotics division.
