If I got brake lights, turn signals, a horn and a mirror, insurance, wouldnt that make an atv street legal in Fort Wayne. It does is many states, including California. That law should be easied up with gas prices as high as they are.

State statute defines the ATV as an "off-road" vehicle desined and developed for that purpose. In an incorporated area or within city limits the ATV/off-road vehicle is prohibited from being operated on roadways. The state does allow for the vehicle to be operated on "county" roads outside of an incorporated area or city limits. Indiana State statute 14-16-1-20 covers this area of concern.
