Hunting within city limits?

Post Hunting within city limits? 
My brother was wondering if it were legal to hunt within city limits (with a bow and arrow) by a river. Deer visit the river bed quite often and he was wondering what the law was concerning hunting there with a bow. It's not private property, it's the cities property.
Any help on this subject would be great!

Post Urban Deer Season 
Not to call out the great Officer Joyner but there IS an urban deer season. It runs from the 15th of September through the late portion of archery season.

If I may be permitted to use the referee verbiage: "After further review the call on the field has been reversed."
After checking with our local DNR office I have found that indeed one can hunt "Deer" within certain parts of the city limits. The Urban Deer Zone for our area is the area within I-469 and I-69. One must have an additional permit to hunt in this designated zone and must have expressed permission from the land owner. The DNR will supply you with this additional permit.
