Arrest Made/HIV Exposure Warning

Detectives with the Fort Wayne Police Department’s Vice and Narcotics Bureau have made an arrest in an ongoing investigation involving Temujin Lapsley. Detectives had developed information that lead them to focus on Lapsley for narcotics use and distribution. During their investigation it was learned that Lapsley had been diagnosed as being HIV positive in 2011 while living in California. In December of 2013 Lapsley signed a “Duty to Warn” form which required him to inform all individuals that were going to engage in a sex act with him of his HIV status. Detectives found through their investigative process that Lapsley had engaged in sex acts with several individuals without informing them of his medical condition and shared hypodermic needles.
At this time detective have identified (6) victims that Lapsley came into contact with violating his “Duty to Warn” obligation. It is the concern of the Fort Wayne Police Department that Lapsley has had a significant number of sexual contacts with both males and females that are unaware of their exposure to the HIV virus. Lapsley is known to have traveled to Indianapolis frequently to meet with individuals and engage in sex acts. It’s also believed that some of these rendezvous involved up too (15) partners at one time.
The Fort Wayne Police Department strongly recommends testing for the HIV virus whether through their personal physician or through the Allen County Health Department.
